Members of the Veterinary Association of Zambia (VAZ) have resolved to redevelop the VAZ House property on Obama Road, Lusaka, into a multi-purpose double storey building providing office and other commercial lettable space capable of generating sustainable income for the Association. The decision was taken at an Extraordinary General Meeting (EGM) held on the Zoom online platform on Wednesday, 29 July 2026. The resolutions take effect from that date and have been released to the membership for implementation.
The meeting was convened under Article 5 of the Constitution of the Association, pursuant to the resolutions of the 82nd Annual General Meeting of 24 April 2026 , at which members declined to decide certain investment matters until they were supported by adequate technical work, consultation and documentation. That work has since been completed and was placed before the membership in the form of architectural drawings, bills of quantities, financing options and a business case.
The EGM was chaired by the President, Dr. Eugene C. Bwalya, and commenced with thirty-three (33) participants. The Investment Committee report and the report on the Chibombo Agro-Vet Shop investment were presented by the Chairperson of the Investment Committee, Professor Chisoni Mumba. The 2027 Supplementary Budget was presented by the Treasurer, Dr. Edwin Sianzinda.
What members decided:
- Redevelopment approved –The VAZ House property will be redeveloped into a multi-purpose double storey building at an estimated cost of One Million Seven Hundred and Fifty-Three Thousand Three Hundred and Sixty-Two Kwacha (ZMW 1,753,362), as set out in the Bill of Quantities. The figure is exclusive of Value Added Tax and inclusive of a ten per cent (10%) contingency provided for inflation and anticipated membership growth.
- No borrowing –The redevelopment will be financed internally through the approved member contribution model, without borrowing, over an implementation period of three (3) years.
- Cost-sharing revised to 60:40 –The ratio presented by the Investment Committee was reversed on the floor of the meeting. Veterinary surgeons will contribute sixty per cent (60%) of the total project cost and veterinary para-professionals forty per cent (40%). The revision was proposed by Dr. Wesley Ngandu, seconded by Dr. Gelly Chikuni and thirded by Dr. Namataa Muyunda.
- Contributions collected through subscriptions –Member contributions will be integrated into annual membership subscriptions rather than collected separately, so as to reduce the risk of non-payment and to spread the cost across the three-year implementation period.
- Chibombo Agro-Vet Project discontinued –The project is closed. Only the membership was competent to authorise discontinuation, the project having been approved by the membership at a previous Annual General Meeting.
- Assets to be recovered, valued and disposed of under policy –Value will be recovered from the investment. Shelving, air conditioners, refrigerators and other fixtures and fittings will be disposed of in accordance with the Disposal Policy of the Association, following a full inventory and valuation that will be made available to members.
- 2027 Supplementary Budget adopted –The Supplementary Budget, together with the Capital Investment Budget and the Financing Strategy, was adopted subject to amendment to reflect the revised 60:40 cost-sharing ratio. It was proposed by Dr. Kenneth Chawinga and seconded by Dr. Wesley Ngandu. Amendment before implementation –The Treasurer will amend the budget to reflect the revised ratio, and the contribution model will be implemented only once the amended budget has been finalised and circulated to members.
