Adjustment of Annual Professional Subscription Fees, 2027–2029

Subscription fees for 2027, 2028 and 2029 will carry members’ approved contributions towards the redevelopment of VAZ House — a project financed entirely from within the profession, without borrowing.

This notice is issued by the Veterinary Council of Zambia (VCZ), Office of the Registrar, and is published here for the information of members of the Veterinary Association of Zambia.

The Veterinary Council of Zambia wishes to inform all Veterinary Surgeons and Veterinary Para-professionals that annual professional subscription fees will be adjusted upwards for the years 2027, 2028 and 2029, to incorporate members’ approved contributions towards the redevelopment of the Veterinary Association of Zambia (VAZ) House on Obama Road, Lusaka.

The Extraordinary General Meeting (EGM) of the Veterinary Association of Zambia, held on 29th July 2026, resolved to redevelop the VAZ House property into a modern multi-purpose double-storey building comprising office accommodation and commercial lettable space. The investment is intended to strengthen the Association’s institutional capacity and to create a sustainable source of income for its long-term financial independence.

What the Extraordinary General Meeting resolved

  • Resolution 1 — Estimated cost of the development. The membership approved the redevelopment at an estimated cost of One Million, Seven Hundred and Fifty-Three Thousand, Three Hundred and Sixty-Two Kwacha (ZMW 1,753,362), as provided for in the Bill of Quantities. The amount is exclusive of Value Added Tax (VAT) and includes a 10% contingency to provide for inflation and anticipated membership growth.
  • Resolution 2 — Internal financing over three years. The redevelopment will be financed internally by members, without borrowing, with the required contributions spread over a three-year implementation period from 2027 to 2029. This avoids the financial burden and the risks associated with external borrowing.
  • Resolution 3 — Cost-sharing between membership categories. A 60:40 cost-sharing ratio was approved. Veterinary Surgeons will collectively contribute 60% of the total project cost, and Veterinary Para-professionals 40%.
  • Resolution 4 — Recovery through annual subscriptions. Contributions will not be collected as a separate project levy. The approved contribution is instead integrated into the annual professional subscription fee and spread across the three-year implementation period, making it more manageable for members and providing a predictable financing mechanism for the development.

What each member contributes

Applying the 60:40 ratio to the approved project cost, against an estimated membership of 443 Veterinary Surgeons and 1,783 Veterinary Para-professionals, gives the following contributions:

Derivation of the annual contribution built into subscriptions
  Veterinary Surgeons Veterinary Para-professionals
Share of total project cost 60% 40%
Amount to be raised (ZMW) 1,052,017.20 701,344.80
Estimated registered membership 443 1,783
Contribution per member over three years (ZMW) 2,374.76 393.35
Built into each annual subscription, 2027–2029 (ZMW) 791.59 131.12

These figures assume that the membership numbers and the project cost remain unchanged over the implementation period.

Non-Zambian professionals with permanent residence in Zambia

Following the Council Meeting held on 23rd July 2026, and the consideration of the submission from the Lusaka 2025 VAZ Annual General Meeting, the Council resolved that non-Zambian veterinary professionals holding permanent residence in Zambia will pay 50% of the non-Zambian professional fee, with effect from 2027. This is reflected in the third amount column of the schedule below.
